PART 1 – AGNIPATH : THE MACRO PICTURE

I dont see Agniveer as something to be commented.

My thoughts are purely my own and I will cover
-Armed Forces and Agniveer
-Recruitment up to Mar 2020
-Recruitment and Discharge from Mar 2020 till almost recently
-Agniveer in 2022.

Armed Forces and Agniveer

Veterans are screaming the most. I will start with destroying the ‘cacophony of arguments’ by Veterans that ‘Indian Army will be destroyed by Agnipath”. Havent you already done that internally? Did you tell India?

Everyone screaming about ‘fabric’ of Indian Army being torn etc. Veterans need to look up and be honest to themselves. This regimentation is sheer nonsense. A few Infantry Regiments cannot speak on behalf of Army. Veterans need to accept that the dirty nepotism of lanyard, place, entry, school, relation etc. is nothing but inbreeding. Infantry being highest in numbers leads nepotism pack followed by Armoured. This has practised by Senior officers in service and after retirement. Result? They have lowest credibility today.

Here is my take on Indian Army. We have the finest fighting force where every Indian State is represented. Their pride is Indian Army. They fight and die for INDIA.

The British notion of martial race, caste based regiments, dying for ‘paltan’ etc. was to exploit Indians.

Why are we ashamed to tell India that we have Caste, Religion and State Based units? Why doesny any veteran talk on TV to tell that our Infantry, EXCEPT for Brigade of Guards is 100% based on Caste, Religion, State composition? MAHAR REGT? SIKH LIGHT INFANTRY? Gen V P Malik is from SIKH LIGHT INFANTRY. Why hasn’t a chief proposed disbandment since it goes against Indian laws?

DOGRAS, BIHAR, PUNJAB, SIKH…the list goes on and on. In the #NepotismOfUniform INFANTRY IS KING, the RULERS, the ELITE and they must ensure that no one else comes up. Within Infantry they have their own nepotism. There are elite Regiments, Not-So-Elite Regiments and Looked-Down-Upon-Regiments. Why don’t these Veterans speak about it?

Mechanised Infantry has 50% pure units and 50% All India Class (from all states). Are we to say 50% Mechanised Infantry is useless?

Artillery – just about 25% units are of pure composition, are we to say that 75% are useless? Arty units regularly bag championships at Divisional level beating 9 Infantry Battalions.

Air Defence – About 10% are pure rest 90% All India Class. Are we suggesting that 90% are useless?

Signals and Engineers same story.

All other services, EME, ASC, AOC, AMC etc. are All India Class.

Do we mean to say that as per an Infantry guy, 80% of Army is useless?

Now the argument will be put forth that only Infantry ‘fights’ and hence Regimentation is necessary. How untrue.

Since time immemorial, BRIGADE OF GUARDS has been the most sought after Infantry Regiment. Number 1 in Army. None could beat them in war and peace. REGIMENTATION IS CREATED. GUARDS was raised in independent India and has nothing to do with Brits. GUARDS is All India Class.

There is no counter to GUARDS.

RASHTRIYA RIFLES Battalions. Over 80-100 Battalions have 50 % INFANTRY component which is MIXED and balance 50% is balance of army making it purely an all India class units. It is THIRTY YEARS back that the first battalion was raised and is the finest fighting force.

Few people cannot hold the country to ransom.

My experience?

I have served with:
1.Pure Dogras
2.Pure South Indian Class
3.Pure Sikh
4.Pure Ahir
5.All India Class
6.Rashtriya Rifles with three units composed of 50% GUARDS, BIHAR, MAHAR and SIKH balance 50% All India Class from every branch of Army.

This is my own experience. I ate with them, slept in same bunkers, cooked together in peace time, in operations and on Line of Control.

NO ONE HAS EVER LET INDIAN ARMY OR INDIA DOWN. EVER. In fact the All India Class become the finest of fighters.

What is the conclusion?
-Select veterans are venomous to ‘save’ the hold of Infantry over Army. Agniveer is a convenient SPV.
-Indian Army remains the finest army in the world but individuals, particularly the retired are bringing bad name to it. Doesn’t mean all is right.
-We need to abolish British practices that divide India and the army
-Indian Army must implement two measures immediately
-Abolish the complete institution of ‘COLONEL COMMANDANTS’, uproot it and demolish it permanently
-Make REUNIONS and RAISING a 100% Serving Officers affair. No veterans need to be associated with the serving.
– Make a TWENTY YEAR PLAN to merge the twenty Infantry Regiments. Easy way is Second Battalion of each regiment to be merged, renamed, and made into All India Class. While 95% Infantry is untouched, each year a new INDIANISED Regiment gets reorganised.

There is NOTHING ELSE Armed Forces can do in the current controversy.

The three Chiefs are way low in the Security hierarchy. They need not even be consulted if the decisions are political. They have no choice but to tow the line.

Remember the famous press conference with CDS and three Chiefs on live cameras of 01 May 2020, Gen Rawat, on behalf of Defence Services is thanking all ‘Corona Warriors”, announced FLY PAST by Indian Airforce across nation, Indian Army to conduct Band Displays in front of Hospitals and Indian Navy to display formations at sea.

Did it ever make any sense? Please understand that CDS and Chiefs have a role to ‘implement’ orders and nothing else.

Let us get to
Recruitment and Discharge up to Mar 2020
Entire organisation exists at HQ level for recruitment. Training commenced from Training Centres in Army and the service came to an end from The same Training Centre where Records are lo-located.

Recruitment and Discharge from Mar 2020 till almost recently
Recruitment stopped, all discharge from service were ‘local’ which means wherever the person was posted, he was sent home from unit.

Agniveer in 2022
I have no access to any information. I read all Government documents available on internet. I purely analyse the events and try to understand the logic.
• Sudden announcement of the scheme points to the tremendous hesitation Government had to let it be discussed in public domain.
• It had made up its mind to implement road rolling any objection.
• Body language of Chiefs displayed either no knowledge or being ‘informed’ at last minute.
• No debates have taken place within three armed services on how to manage the candidates already selected in last two years.
• Executive seems to have spent huge amount of time on Agniveer. Bureaucrats just carried out orders.
• Since Mar 2020 deep discussions seem to have taken place within the ruling party on how to completely control the selection system and take it away from forces. The following needs deep thought:
o Forces have displayed no intention to break away from British System of running Armed Forces.
o Armed Forces speak about ‘autonomy’ making it impossible for the executive to influence it.
o Armed Forces have not performed at higher levels with the autonomy they enforce.
o Armed Forces have completely isolated themselves from Executive and are controlled tightly by few people on top.
o A distinct gap between the people who perform exceptionally well at unit level and the disconnect of higher level is prominent. It came to fore in Kargil War too.
o No attempt has been made by armed forces to indigenise.
o Government is completely aware of Nepotism of Uniform and how it is destroying Army from within.
o Government has control over the Chiefs and CDS selection in totality, and now it has complete control over the lowest echelons.
o Every year, four years from now, over 1,50,000 trained soldiers will be on the streets. Government has their complete data and can mobilise them at short notice.
o ‘How’ it affects armed forces ‘internally’ is for the Generals to manage.
o What happens to Agniveers AFTER four years is not Armed Forces problem.
o Will the candidates for Agniveers be manipulated? Is a million dollar question.
o 1.5 lac Agniveers on streets four years from now and year on year thereafter. Add to it the regular retirement of those recruited up to 2020. 60,000 on streets each year.

Today I will focus only on Government documents available in public domain.
I will cover:
• The scheme
• Questions on the scheme
• The hilarious FAQs
• Brilliance in the scheme
• Holes in the scheme

My observations
• Thought was political, execution was by inexperienced.
• Juvenile document I am talking about Version 1.0, Age increase from 21 to 23 became Version 1.1, CAPF induction became Version 1.2. How many more versions.
• It displays the fact that there was no thought given, no discussion, no wargaming and each and every ‘client’ was kept out of planning.
• Language is not experienced military, it’s a give away
• My guess that veterans in ruling party were involved is doubtful too

• There is no depth in the literature, it is the most basic document and the standard is what one finds at lower than unit level in Army
• The document seems to have been made in one office, with one person in charge and another one person to clear. It again seems to have been taken directly to RM. The only possibility is office of DMA.

Main Features
Regular Army need not compare themselves with Agniveer.
• All enrolment of soldiers/airmen and sailors through Agnipath scheme only.
• ‘All India Merit’-Pan India Merit Based Recruitment.
• Selection as ‘All India’ ‘All Class’
• Online Examination for different categories of soldiers/airmen/sailors.
• Selection of best through rigorous and transparent selection process.
• Induct from technical institutes.

• Training left to the three services.
• Distinctive insignia will be worn by Agniveers
• Leave – 30 Days Annual Leave. No Casual leave.
• Issue of ‘Agniveer Skill Certificate’ for skills gained at the end of engagement.

• 48 Lacs Insurance cover.

• Three categories of compensation on death.
• Diasbility ‘Compensation’ in three slabs.
• Starting Salary Rs 30,000/-pm Rs 9000/- out of this deducted for PF (salary and deduction increases each year). At the end of 4 yrs it will be Rs 5.02 lacs. Govt will contribute equal amount to make it Rs 10.04 lacs called SEWA NIDHI.

Questions on the Scheme
My Question is ‘define ‘Agnipath’ scheme’, Is it an Online test? Will all three Service HQs be making online test as the ‘first step’ for recruitment?

Does ‘All India Merit and All India All Class’ mean that Infantry, Artillery and Armoured Regiments based on Caste, State, Religion etc. will have 100% intake of ‘All India Merit and All India All Class’?

Who will decide the categories and the tests to be taken?

How do you define ‘rigorous’ and ‘transparent’ process with over 100 recruiting offices across India across three Armed Forces Services?

Curtailing of training period for different specialities will be decided by whom?

What does it mean by ‘Regimentation’ will be untouched?


The Hilarious FAQs

This is a 32 page document with first four pages having random pictures, six pages on Agniveer and TWENTY TWO PAGES OF WHAT FOREIGN ARMIES DO.

Seems to have been drafted by either a completely inept veteran or a civilian having no clue of what to write. The mandate given is that every alternate line MUST have word Youth, Young etc..

This document is being globally. I am sure we resemble some not-so-much-respected animal.

What is BRILLIANT in the scheme:
• Not with Navy or Airforce, but it turns the army selection system by 180 degrees.
• Army starts with ‘physical tests’ to weed out weak, then from those who pass, they conduct written tests.
• It completely overturns preferential selection of candidates having family/relatives in Army.
• All India Merit and All India Class, if strictly implemented will break the back of British Indian Army being controlled by Infantry and responsible for huge mediocrity in Senior Ranks.
• All India Online Written Test as the FIRST STEP will ensure a minimum level of IQ, understanding, technical knowledge and skill which at present is completely absent.
• Breaks the conventional selection system that inducted subjectively.
• Centralisation of exams and merit removes the existing decentralised system.
• Human factor removed from selection partially.


Holes in the scheme
My earlier observations in my thread and first video are correct:
• Does not define what exactly is ‘Agnipath’.
• No one from Armed Forces has been consulted.
• Veterans on rolls of party seem to be involved.
• It was to be presented as a fait accompli
• It has no clarity on selection process
• It conveniently puts ‘highest standard of training’ on Service HQs
• It announces shorter initial training and longer training on absorption
• Does not clarify ‘Regimentation’
• Vague on Caste, State and Religion based units, on whether they retain the identity or induct All India Class
• The complete scheme clearly demonstrated no brain storming, no discussion, no war gaming and no trials.
• JUST IMPLEMENT IT.

My Prediction on Response
Implementation and intent is in grey zone and hence simply cannot predict how this will work in future. I will do two more videos. The first will be on Agniveers ‘before’ and ‘after’ their military stint and the second will be ‘Army and Agniveers-2023-2027-First Four Years”.

Rest assured, there will be crazy rush for joining. My guess is 1:100 for the written exam if it is kept as the FIRST STEP towards selection. For 1000 vacancies, expect one lac to appear. The desperation of Youth is REAL.


PART 3 : AGNIVEER : BEFORE, DURING AND AFTER

First two videos gave out the MACRO PICTURE in PART-1, THE SCHEME in PART-2

Here in Part 3 I will talk about that IMAGINARY MAN who is being painted as a SUPER MAN. The AGNIVEER. He is a youth on street with (probably) better education, higher IQ and better health.
BEFORE
Who is Agniveer?
A SEPAHI in Army(Called Sepahi in Infantry, Gunner in Artillery, Sapper in Engineers and Signalman in Signals) etc., an AIRCRAFTSMAN (AC) in Airforce and a SAILOR in Navy, the entry level rank stands abolished and will be called AGNIVEER in all the three services.

Will it make a difference?
-Same person, same job, same service and same trade.
-Till he enters a training institution there is no difference.
-He is a volunteer

What is the difference between the currently recruited Soldier/Sailor and Airman and Agniveer?
-Army-Rural background, physical first, written later, each arm or service has own standards set for recruits.
-Task based entry level tests.
-Agniveer- Opens recruitment to entire youth. Town/Cities based youth always failed in physical since the rural counterparts were stronger.
-Nothing has been specified but there will be requirement to set a base line level minimum criteria for the ARMED FORCES and once cleared, each service will have to completely revise their criteria.

What jobs they will perform?
A JOB is called TRADE in forces. Once allotted the trade does not change.
-Services have different work for different soldiers which is called TRADE. Gunner, Operator, Rifleman, Engineers, Technician and hundreds more, Barber, Tailor, Washerman, Safaiwala etc. also are trades. Army itself has more than 500 trades, Airforce and Navy around 100 trades each. These trades are grouped in different slabs for purposes on salary. Agniveer will be allotted a TRADE which he cannot refuse. He may fire a rifle, operate a radio, fire an artillery gun or become a barber, cook, safaiwala etc. He will perform task for that trade. He remains in one salary bracket as per number of years of service.

What is likely training to be imparted in six months?
Physical toughness, drill and firing are basic. Unlikely to be able to train in anything else except an introduction to his trade. Assuming that the uptake level of Agniveers is much higher than the present intake, more training can be imparted.

What is the major difference between the current regularly recruited soldiers/sailors and Airmen and Agniveer?
Have to wait for time

DURING
Understanding effect.
-In 12-14 years over 90% Agniveers will replace current soldiers with 25% absorbed Agniveers rising up each year five years from now.
-The responsibility to maintain standards completely shifts up vertically.
-Officer Cadre can no longer relax. They have to be better than men since in some time the Agniveers will be highly qualified
-The standards of Agniveers be raised and huge number of tasks need to be delegated.
-The first four years is a challenge, smoothens thereafter.

AFTER
-Post release being made attractive
-75% being released must shift in central government jobs whether CAPFs or any department after clearing tests as required by that department.
-100% job guarantee for those who desire to continue in jobs.

OBSERVATIONS
-With media full of interviews by ruling party politicians, joint live telecast by the senior officers of three services and DMA, putting everything together, I am convinced that there has been no work done on Agnipath, simply because it has been given to them may be a month back. How do you explain the following announcements AFTER Raksha Mantri declares the scheme India?
• Next day upper age limit extended
• 10% CAPF vacancies announced.
• Bank loan priority notified
• UGC Skill Recognition declared
• Open schooling announcement
• 10% MoD job vacancies

-Each of these point that it was a political decision given to Armed Forces as fait-accompli and the entire defence establishment is only expected to stand by government with whatever (ill) logic.
-Why is there no mention of:
• Close down Directorate General of Resettlement in five years?
• Close down Kendriya Sainik Board?
• Revamp complete MoD, particularly Department of Ex Servicemen Welfare?
• Handling retirement of regular soldiers that will take place up to 2036?
• Reducing Defence Pensions drawn by CIVILIANS?

It is a WIN WIN for Government and Agniveers definitely.
Armed Forces have been given AGNIVEERS, and as they say ‘DEAL WITH IT’.

What is absolutely clear is that we have are a CLUELESS nation with no knowledge of how Armed Forces work.

I cannot contain myself to comment again about the juvenile documents uploaded on net

-Were Armed Forces working on the scheme from two years?
If Yes, I am shocked at the standards.
If No, it shows

-Did the Ruling Party through the Bureaucrats present a fait accompli at lest minute to Armed Forces?
If Yes, it shows
If No, then someone is lying.

-Did Bureaucrats manipulate the politicians to get the scheme approved and quietly passed it on to forces?
If Yes, they can and will.
If No, then go back to first two options.

STRAIGHT TALK

Todays PART 4 : STRAIGHT TALK is about analysing every affected party and watching their (changing) stances each day and my take on the scheme.

Day to day changes. Soon as protests, some violent, started, day to day changes happened. It starts with:
• Next day upper age limit extended
• 10% CAPF vacancies announced.
• Bank loan priority notified
• UGC Skill Recognition declared
• Open schooling announcement
• 10% MoD job vacancies

It now is:
• Assam Government will absorb 100% Agniveers.
• It was a well thought out project being worked from two years.
• It is a Pilot Project
• Haryana Govt will absorb all
• Corporates line up to absorb.
• Director General Resettlement comes on scene for the first time after my retirement in 2006.

STAND
-Ruling Party is silent and has sent three to five politicians to media.
-Government is announcing schemes after the protests.
-Ministry of Defence
-Armed Forces have taken on themselves the role of shield to #Agniveer
-Veterans are vertically split.
-Corporate and ruling part and states are all for absorbing #Agniveers
-Armed Forces at tactical/operational and ground level are in shock.

Ruling Party is silent and has sent three to five politicians to media.
-It is very obvious that it is a scheme born in a Political Partys’ office, forced on the Armed Forces through bureaucrats.
-Vintage can be two years as claimed or 15 days before announcement
-Ruling party’s Gaziabad MP Gen VK Singh is caught unawares by a reporter and on TV says ‘he has no idea of the scheme’ and after two days he is all over TV defending the scheme.
-Within few days of protests entire corporate world (obviously, Armed Forces have nothing to give them except defence contracts) and CMs of States where ruling party is same as centre start supporting #Agniveers.
-Ruling Partys MPs announce that #Agniveers will be employed as ‘security Guards’ in Party offices.
-Another says they will be trained as barbers and electricians.
-Ruling Party has just one topic ‘Agniveers’, nothing on retired soldiers or retiring soldiers.
-Past experience of party with veterans has been in debate since 2015.

Government is announcing schemes after the protests.
-‘Government’ should be just Ministry of Defence, but in this case even Home Ministry has joined the defences.
-Firefighting by Government and announces new measures almost daily.
-Proves that Armed Forces had were never involved in discussions in preparatory phase
-Every announcement is outside the preview and power of Armed Forces.
-It gives an impression that the Government and Political Party worked in tandem while Armed Forces never were taken aboard.
-No one is defending the juvenile document uploaded on the net.

Ministry of Defence
-If the scheme was being made in office of DMA which is part of MoD, why did MoD permit recruitment?
-Why did MoD not have a solution for candidates recruited in 2021 awaiting call letters.
-Why dis MoD not speak on huge savings by slowly pruning and ultimately closing:
o Reduction of Education related personnel in Armed Forces who will not be required after induction of #Agniveers.
o Directorate General of Resettlement.
o Kendriya Sainik Board
o A plan spread over next decade to digitise keeping #Agniveer induction in mind.

Armed Forces have taken on themselves the role of shield to #Agniveer
-Were Training Commands of three Services involved in recommending the training of #Agniveer?
-Were Army Commanders and equivalent from Navy and Air Force involved to analyse ‘Operational Impact” on services?
-How is it that the Prime Minister, who attends very high level armed forces conferences has not been invited to any such conference, if held?
-We trust Armed Forces when they say they were working on the scheme from two years. Some questions:
o Why was the scheme so secretively planned and launched when the target client is youth in lacs?
o Why was recruitment done in Army Navy and Air Force in 2021 if the scheme was planned to be launched in 2022?
o Why did India come to know about recruitment through ‘protests’ across nation?
o Why are the candidates being threatened? Was the protest not anticipated?
o Why is there no notification of tests under #Agniveer in press and media to inform candidates?
o Why have Army, Navy and Army announced different dates of exam and commencement of training?
o Why is that no one knows step by step selection process?
o Why is that all three services recruited candidates and asked them to wait for the joining letters?
-Points given in joint conference are being read along with other actions as mentioned earlier hence they are not convincing.
-Are we to understand that if the claim of scheme being worked on from two years is correct, a single man with few people assisting decide on a scheme? Or if everyone was involved, why is there no clarity?
-Who inserted the line ‘Regimentation will be maintained’ and for what reason?

Veterans are vertically split
-The most dismal side of veterans has been seen by India.
-India now knows that there are #PoliticalVeterans , #ApoliticalVeterans and #MasqueradingVeterans They will not trust veterans since veterans have displayed that Naam, Namak and Nishan are tradable items.
-How is it that Veterans belinging to same regiment or corps as that of serving are criticising the scheme. Are they getting their cue from serving? After all behind the stage they are one team.
-With veterans vertically split, the
-Veterans ‘manufacture logic’ to justify the scheme
– Veterans ‘manufacture logic’ to oppose the scheme
-Party forces serving Retired Generals to defend the scheme
-Serving give absurd logic
-Less said the better.

Corporate and Ruling Party and States are all for absorbing Agniveers
-Trust the corporate and industry to dance to ruling party’s dictate.
-None will publish data on how many ex-servicemen they have employed over last two decades.
-Everyone wants to absorb #Agniveers as if Armed Forces are the training institution to feed Corporates and Industry.
-Trust me ONLY JOB they will offer is Security Guard where specialist training is not held by #Agniveer


Complete focus is on Agniveers
There is zero focus on the armed forces. The vertebral column of the armed forces is being replaced and none wants to debate it.

My take
-In the present form #Agniveer is an ill-conceived, ill-planned and a not-fully-thought out scheme.
-All stake holders have been kept out and a handful have made the scheme probably on directions of ruling party.
-No mention of FOUR YEAR STINT of a jawan has ever been made in any document, committee, military papers etc., today it cannot be slipped in camouflaged with some report.
-I do not expect roll back.
-Taking as fait accompli, I recommend only 10% #Agniveers be released each year thus over a period of ten years the experience and youth will be correctly balanced and passed over.
-Each year the ‘10%’ be reviewed and the percentage be gradually increased toll the day where the complete higher echelons in personnel below officer rank is manned by #Agniveers.
-Completely change the internal requirements of QR for each rank and induct highly qualified youth under #Agniveer
-Completely rewrite the training syllabus in Officer Training Academies and train the ‘Next-Gen’ officers who are adept in geopolitics and Junior Command Level knowledge when they are commissioned.
-We are doomed if the officer class and #Agniveers are at par in knowledge.
