Armed Forces think that their responsibility is towards ‘serving soldiers’ only & do a great favour by ‘entertaining’ Veterans & Widows.  

If you were to Court Martial any officer for dereliction of duty towards the Veterans and Widows, I can assure you 100% serving cannot survive the charge sheet. Why? Without even realising they are not doing their duties. How, then can they be let into believing that they look after ‘veterans’ and ‘widows’?

Point out Finger on Cause. Here are a few questions. Point out finger on the person who is responsible for the following:

  • A widow of a jawan who died on duty has three dates of birth.
  • This widow has three children, the papers from records say two.
  • The widow does not have a savings bank account in her name.
  • When insurance claim is filed by the widow, the in-laws file counter claim.
  • Letters are received from the widow in ‘English’. What does she do now? She doesn’t know English.
  • Address recorded in documents is husbands parents’ home. After death the widow comes to her parents’ home / goes to live independently or was living independently. Where do all letters go?

These are just few questions. I have a list of over 100. Now ‘as a serving person’ you will so easily pass on responsibility to her husband.

YOU ARE RESPONSIBLE FOR DERILICTION OF DUTY. How?

  • A widow of a jawan who died on duty has three dates of birth.
    • When was the Part II Order done?
    • Where was it done?
    • How did Records know about marriage?
    • Who checked the brides 10th Certificate for DoB?
    • Who checked her Aadhaar Card for DoB?
    • Without checking how was Part II Order published?
    • YOU WERE RESPONSIBLE.
  • This widow has three children, the papers from records say two.
    • Is there a procedure or drill to take undertakings from soldiers?
    • Does anyone check final discharge documents before sending to records?
    • Why is it left to the individual who barely knows how to read his Part II Orders?
    • YOU WERE RESPONSIBLE.
  • The widow does not have a savings bank account in her name.
    • The first requirement after husband dies. Why cannot it be made mandatory along with Part II Order of marriage?
  • When insurance claim is filed by the widow, the in-laws file counter claim.
    • Who checked the percentages of insurance money as given by the jawan? Along with Part II Order of marriage, is it not important to check these percentages?
    • Are these percentages fixed for life? Who will get into this?
    • Jawans write 100% to wife on marriage. They die in six months. What do parents get?
    • Are we not duty bound to check these percentages every five years, or after birth of first or subsequent children?
    • Can we brush aside saying that these are personal matters?
    • These parents of widows suffer because YOU DID NOT DO YOUR DUTY.

  • Letters are received from the widow in ‘English’. What does she do now? She doesn’t know English.
    • Are we so insensitive that in 73rd year of independence we only communicate with widows ands veterans in English. 90% plus do not understand.
    • Did you teach English to the serving jawan under you or his wife?
    • YOU ARE RESPONSIBLE.
  • Address recorded in documents is husbands parents’ home. After death the widow comes to her parents’ home / goes to live independently or was living independently. Where do all letters go?
    • These are day to day problems. Does anyone get in touch with the widow top get her preferred communication address?
    • AHQ, Command HQ, Records, PAO – all just pick up address in the documents and simply post it. They are least interested to check if it reaches widow.

I can go on endlessly. The serving have duties to do and cannot be expected to get after men. Can every officer abdicate his responsibility?

I WILL SOON UPLOAD A CARD THAT EACH JAWAN MUST HAVE. AWWA, UNIT, OFFICERS and the JCO AND JAWANS HAVE TO FIND WAY TO KEEP DOCUMENTATION IN SYNC WITH REQUIREMENTS AFTER DEATH OF VETERAN.

Do not abdicate responsibility. YOU THE SERVING ARE RESPONSIBLE.

  1. Very relevant and disturbing issues have been raised here which an average officer does not consider too important to be considered while in service. Wish these issues were part of the training and grooming across the board.
