SUN TZU WITH ME – Post 2 : EXPLOITING THE DEAD

WHY the Political class and Bureaucracy will never stop exploiting ‘dead’ soldiers and fool the country into believing that they ‘care’ for forces ? Their existence depends on “Gagged Army”.

Sun Tzu said it 2500 yrs. “Kings (Lawmakers)” eye the prized loot. “Civilians (Bureaucracy)” directed operations. “Military Officers” never reached the top. Why does it sound so familiar? Countries have mandatory Political Class, Bureaucracy and Military. When I see globally, veterans screaming about unfairness, comparison with bureaucracy and the inept political class, I feel that none of them have really understood Sun Tzu.

Learn basics of Sun Tzu and things will fall into place.

It pays Politicians and Bureaucracy to have weak military leadership. Politicians and Bureaucracy hate veterans world over. They have no counter to issues brought up by veterans, no control over their voice and the open criticism they indulge in. Veterans are from inside the system and if all was fine, why would they scream? No country has succeeded in controlling veterans. Politicians and Bureaucracy must find ways to ensure that no ‘Military Leader’ is born and all serving ‘Generals’ do not have spine. Unless they do this:

  • How will politicians ‘use’ military?
  • How will civilians direct operations?
  • How will civilians ‘represent’ military establishment?
  • How will politicians and civilians gag military establishment?
  • How will both loot military?
  • How will they tame mighty strong armies?

There are certain irrevocable conditions of Political Class, Bureaucracy and Military. Everyone is free to choose any of these three careers. There is no restriction. Why is there so much clash thereafter? No one has manipulated the system. The human mental makeup as a society has been formed over ages across civilisations. It’s the same all over. For a country there will be:

The Rulers (Political Class/Lawmakers)

  • Political Class/Lawmakers or ‘The Rulers’. A set of people who will ‘rule’. No one stops any one to enter this stream. The rulers will not take no from anyone. This manifests into ‘Political Class’. They have one weakness, zero skill set. They have one strong point, capability to become rulers. Those who are unsuccessful will try entire life to become one for a simple reason. They are misfits in society and do not have skill set to ‘earn’ and live life independently.
  • Qualification to enter ‘Political Class’– NOTHING. No education. No skill set. If one has enough time and money, this is the easiest career to get into.
  • They Seek- 100% control over Bureaucracy and Military.
  • They Cannot do without- Bureaucracy.
  • Source of Income. Loot from anything connected to military.

The Civilians (Bureaucracy)

  • Bureaucracy. A set of people who will ‘administer’. No one stops any one to enter this stream. The Bureaucracy will not take no from military and will manipulate the Political Class into submission. They have one weakness, zero military knowledge. They have one strong point, capability to manipulate. Those who are unsuccessful to get into Political Class and Bureaucracy will enter military. Bureaucracy strengthens its powers with each change in lawmakers.
  • Qualification to enter ‘Bureaucracy’– Excellent in education and brain power.
  • They Seek- 100% control over Military and manipulate Political Class using their knowledge and cluelessness of politicians. They make politicians completely dependent on themselves.
  • They Cannot do without- Political class for control and military for loot.
  • Source of Income. Ever increasing salaries and on the quiet collecting loot from anything connected to military.

The Military

  • Military. A set of people who will could neither get into Political Class nor Administration. Easiest stream to enter which is a notch below administrators but highest so far as population is concerned. They have one weakness, greed for ‘ranks’, ‘recognition’, ‘position’ and ‘power’. They have one strong point, professionalism. Those who are unsuccessful to get into military will enter non-government civilian stream.
  • Qualification to enter ‘Military’– Minimum stated education.
  • They Seek- Independence from Bureaucracy.
  • They Cannot do without- Continuously serving.
  • Source of Income. Salary.

All citizens are free to join any of the three above. Once you enter one, it is near impossible to laterally shift to the other two. POLITICAL CLASS AND BUREAUCRACY DO NOT WANT TO ENTER MILITARY.

With the roles set, just imagine the scenario in any country with similar political systems.

Sun Tzu pointed 2500 yrs. back that Chinese Army was being directed in war by Civilian Officers in administration “studied” ‘military tactics’ late in service and came to command while actual military officers could never reach highest levels. Have a look at Indian establishment. Complete control is with bureaucracy. One Chief of Defence Staff has been appointed with NO POWERS. The CDS does not have courage to admit it since (read above “They have one weakness, greed for ‘ranks’, ‘recognition’, ‘position’ and ‘power’.”). He has what he wanted.

Think Galwan. Who were directing operations? Who stopped our soldiers to fire? Did we have Generals who could ask them to ‘stay out’ or more simply to ‘shut up’? Apply all of above to GALWAN. TWENTY soldiers murdered and no one takes blame. Why will Political Class, Bureaucracy or Military take blame? The characteristics of each have been given above. Where does it fit in? The Chief, Army Commander and Corps Commander are seeking ‘ranks’, ‘recognition’, ‘position’ and ‘power’. The Bureaucracy will give to some, waste out some and manipulate lawmakers who simply do not want to get their hands dirty.

Keep Military on Toes

Let the military never be prepared for enemy. Take China as an example.

How do you interpret it keeping Galwan as case study? In 1962, India was humiliated. India as a nation to failed to safeguard own interests. Who is responsible for the country? Political class. Who implements safeguarding measures? Bureaucracy. Has the military been ready to receive China at borders? No. Actions during past 58 yrs. of India post-1962 displays that politics reigns to the extent that failures are ‘justified’ comparing it with failures of 62.

Has anyone questioned Political Class and Bureaucracy on:

  • Why are Armed Forces not organized, equipped & trained for a ‘Two Front War’ since 1966?
    • Why is LAC so thinly held?
    • Why is ‘emergency procurement’ taking place with China threatening at doors?
    • Why are we not prepared to thwart the attacks?
    • Why has Army not been reorganized and trained to take on China?
    • Why is Army in Counter Insurgency?
    • Why did Army not fire at Galwan?

Management of Plunder and Loot

Plunder and Loot of past is ‘military procurement’ loot today controlled by Political Class and Bureaucrats. You will observe that:

1. Very mediocre officer class in Army does not throw up leaders.

2. Bureaucrats occupy all higher decision-making military hierarchy in Ministry of Defence.

3. Plunder and loot in Defence Procurement, Cantonment Lands & Contracts is directly controlled by lawmakers through complex machinery.

4. Not developing a frontier, not raising matching forces, not having strong military ‘pays’ year on year.  

5. Making military scapegoat is easily done because of hard-gag-orders.

6. Having weak officer cadre helps bureaucrats since no leaders come up. Generals are bought cheaply by offering governorships & ambassadorial posts.

7. Hundreds of soldiers killed makes no difference and quickly blame is passed to the military.

8. Emergency funds are released for procurement to handle ‘emergency’. Bureaucrats throw procurement like hot iron on military knowing that no military procurement can be done in a week. It’s a farce.

9. These bureaucrats order enquiries for incorrect procurement after stabilization against very same officers.

10. Why Senior Military Officers vie and die for Public Offices & Promotions.

11. The ‘Plunder and Loot’ lot never lets military officers come close to ‘managing’ military.

12. Lawmakers have no capability to direct military to make a 30-40-50 yr. plan for INDIA.
