The present military or political leadership needs to handle China as INDIA wants and NOT as per their own desire and wishes. 1965 to 2020, we have seen war with China, Pakistan and a two front war.
On 12 Nov 2020 I tweeted:
MARK THIS-CHINA will not respect agreements, respect no treaties and express no regret by for backstabbing a country. THOSE talking about ‘victory’ on Chinese agreeing to withdraw, may spend a minute ACCEPTING the TWENTY GALWAN MURDERS despite an agreement. How can we trust them?
Leave a post now and it’s gone for ever. Hold what you have, improve what you can, occupy what you don’t and reorganise as quickly as possible. Use next five months. Weather and terrain on southern slopes of Himalayas are more forgiving than north.
We must consolidate current position, become more aggressive and occupy dominating heights along LAC, develop infrastructure, change the mindset of Army AND MOST IMPORTANTLY officially pass it down every channel, ministry, military and population that CHINA IS ENEMY NO. 1.
Meek Response Needs to be Converted into “Hard Aggressive Actions”
We have also in these years seen extremely meek political leadership. Military leadership ceased to exist since 80’s when counter insurgency became the mainstay as the certain and definite route for personal growth in the Army. This resulted in complete strategic-intellectual bankruptcy and denied the political leadership of any and credible advice from military. Military, particularly Army has produced only ‘Tactical Commanders’ in last 30 years. The senior most is the CDS. What separated them from strategist-intellectuals is that these tactical commanders are excellent ‘executors’ of strategic plans but lack complete capability to make one. Result? They can never render correct advise to political leadership.
The vacuum of strategic thinking forces the political leadership to lean on the civil services. Political Leadership has time and again displayed their complete dependence on Civil Services and hence have no opinion of their own. The bureaucrats are chair bound commanders and will render theoretical advise. Civil Services have fired their guns from the shoulders of political leadership and ensured that military never produces leaders.
Dangerous Mix
How does all of the above combine to find solution to the current China crisis? The Political Leadership has been put in the forefront and military’s inadequate preparation exposed. It has taken a few months for a credible response that has seen a stalemate from Sep 2020 onwards.
We did not learn our lessons. Successive Governments have treated China with fear and have neither been able to handle China diplomatically nor militarily. The Political leadership has suspected the military and despite the crisis hurts the military on daily basis. While the crisis is at peak, the bureaucracy puts CDS in front and announces extremely demoralising changes in pension and retirement rules on one hand and fighting OROP and NFU in Supreme Court.
Can we Repose Trust in Political Leadership and Military?
With such an internal mess in political and military relations, backed by zero strategic contribution by either political or military leadership in handling China, why should India repose trust on any of these and sleep peacefully thinking that country is in safe hands? Never in history of independent India has there been a greater need than now to involve Indians to debate openly in public domain and read the national sentiments. Loss of territory to China has been hidden from the country and no government had the courage to present a white paper in parliament giving details of each and every ‘grab-territory’ action by China. Once the details are put in the public domain, the government of the day has a very open agenda to handle the crisis. Alas, the contrary is true with government closing any options available to obtain information.
My advise to the Government and Military Leadership is just in three words: DO NOT BLINK.
Withdraw from a post now and take it that is has been lost forever. Today when China talks about withdrawing in Chushul Sector, don’t even give it a second look. Diplomatically handle it – delay, disorganise and finally disrupt their plans. We need to do the following:
- Do not withdraw from a single post in our physical occupation as on date. Let China talk Chushul, we talk Depsang.
- Along entire Himalayan Range, from Shaksgam Valley to Kibuthu in Arunachal Pradesh, identify important smaller ranges, heights and strategic locations and occupy each position in overnight action soon as it is noticed that China is (as usual) cheating.
- Put in maximum effort to create communication lines (road and rail) parallel to Himalayas on own side from DBO to Kibuthu in Arunachal. This should be the biggest post-independence project with an aim of fastest movement of troops and equipment coupled with local growth in all states along southern slopes of Himalayas.
- Winters 2020-21 should be used to stretch China to limits. Simply do not accept any proposal for falling back to old deployments. ACCEPT todays state as new-reality and let this become the new-normal.
- By April 2021 have fully functional Himalayan Theatre Command with three prominent geographical areas – Ladakh, Himachal-Sikkim and Arunachal. If speed was ever required, THIS is the time.
- Keep China engaged in talks at military and diplomatic level. Take Australian example during Covid crisis. Australia came down very heavily on China in May-Jul period. Today China is bending over back to please Australia. India needs to show much more spine.
To Conclude
We are in a period that will be historically debated for hundreds of years. My advise – DO NOT BLINK- STARE BACK.
